What will taxes and fees add to a Japan trip in 2026?

About ¥5,000 per person for a typical first week. Our default trip — two adults, four nights in Tokyo and three in Kyoto at ¥18,000 each per night — comes to ¥10,000 for the pair: ¥6,000 of departure tax already inside the airfare and ¥4,000 of lodging tax paid at hotel desks. That is about $63.

Is the departure tax already in my flight?

Yes. The ¥3,000 International Tourist Tax, tripled on July 1, 2026, is collected by the airline inside the ticket. There is no booth at the airport. A ticket issued by June 30, 2026 with a fixed date still pays the old ¥1,000. Under-2s and passengers in transit for less than 24 hours are exempt. How are Japan’s hotel taxes calculated?

Per person, per night, on the room-only rate per guest before consumption tax. Divide the room price by the number of guests, find the band, then multiply by guests and nights. A ¥36,000 double in Kyoto is ¥18,000 each: ¥400 a head, ¥800 a night. At ¥40,000 the same room crosses ¥20,000 each and costs ¥2,000 a night.

It is not in the price you booked online: hotels collect it at check-in or checkout. Hokkaido stacks a prefectural tax on top of city taxes. Kutchan charges a percentage, and Niseko joins it on November 1. Hot-spring hotels add a ¥150 bathing tax, often already folded into ryokan rates. What changes next, and when?

Five dates. Only the first two touch a trip this year.

Oct 1, 2026: the 7-day JR Pass rises to ¥53,000 at overseas agents; the official site stays at ¥50,000 for now. Run your legs through the JR Pass calculator.
Nov 1, 2026: tax-free shopping becomes a refund after customs at departure. Check a receipt with the tax-free refund calculator. Niseko moves to 3% the same day.
Feb 1, 2027: Okinawa starts a 2% lodging tax, capped at ¥2,000 a night.
Apr 1, 2027: Tokyo switches to 3% (under ¥13,000 exempt); Fujikawaguchiko and Fujiyoshida add ¥200. The food consumption tax is set to drop to 1%, but that bill is not law yet.
Fiscal 2028: JESTA pre-travel authorization; the fee is not set.

Frequently asked questions

Is the hotel tax included in the price I booked online?

Usually not. Japanese hotels collect the accommodation tax at check-in or checkout, in cash or on your card, and booking sites tend to list it as payable at the property. If your rate says the tax is included, you will not pay it twice.

How much is the Kyoto hotel tax in 2026?

Since March 1, 2026 Kyoto charges per person per night by the room-only rate per guest: ¥200 under ¥6,000, ¥400 from ¥6,000, ¥1,000 from ¥20,000, ¥4,000 from ¥50,000 and ¥10,000 from ¥100,000. Two people sharing a ¥30,000 room pay ¥400 each, ¥800 a night.

Do children pay Japan’s accommodation tax?

In most places, yes: the tax is charged per guest who pays a room rate. Gero exempts children 12 and under; Kumamoto City charges every paying guest. Children under two are exempt from the departure tax.

When does Tokyo’s hotel tax go up?

On April 1, 2027. Tokyo replaces the ¥100/¥200 bands with 3% of the per-person nightly rate, and stays under ¥13,000 per person are exempt. A ¥18,000-per-person room goes from ¥200 to ¥540 a head per night.
